About CoERS

Building a Safer India
Through Evidence & Action

India faces one of the highest burdens of road crash fatalities globally, with thousands of lives lost every year due to preventable causes. To address this, the Centre of Excellence for Road Safety (CoERS) was established at IIT Madras as a national think tank and research hub. The Centre's mission is to support the Government of India in reducing road crash deaths by 50% by 2030 and working towards zero fatalities by 2040 through a structured, data-driven approach.

Working towards these goals, it is important to establish a robust system enabling quality data collection, incremental improvements in the state, and implementation of data-driven policies across all domains: engineering (vehicle and road), enforcement, emergency care, education, and human factors.

🎯
MissionSystematically eliminate preventable road crash deaths through scalable, replicable interventions.

The System

The 5E Framework

Five interconnected pillars standardising and scaling road safety processes across every district in India.

🏗️
E1 —
Engineering
Safer road design, black spot correction, geometric improvements, and infrastructure audits that physically eliminate crash risk.
⚖️
E2 —
Enforcement
Data-led traffic policing, speed management, and drunk driving interventions that deter unsafe behaviour through consistent action.
📚
E3 —
Education
School programmes, community awareness campaigns, and driver training that build a safety-first road culture from the ground up.
🚑
E4 —
Emergency Care
First responder training, trauma care capacity, and golden hour response systems that save lives when crashes do occur.
💛
E5 —
Empathy
Centring crash victims, supporting bereaved families, and shaping public and political will through human stories.
