The chronology of vehicle crash and the various stakeholders who participate in each of the time zones in shown in Figure 6. The stakeholders in the pre-crash state can help decrease the occurrence of crashes. Ideally crashes should be avoided and there should be a great emphasis to strengthen pre-crash stakeholder capabilities and activities. However, crashes do happen and in the peri crash timeline it is important to manage the crash scene, extract the victims and acquire adequate information on crash. Hence there should be a systematic strengthening of activities to be perused post crash. It is important to strengthen systems so that the victims are rehabilitated and are back in the active economy at the earliest possible time.

The main motivation towards understanding accidents is in the development of interventions to decrease the occurrence rate and increase the survival rate. The level of intervention required in achieving this goal could be in either of pre, peri or post the accidents. In each of these stages, interdepartmental efforts from Transport, Highways, Police, Education, Industry and NGO/ Citizens group would have to be involved.

Tamil Nadu Accident and Emergency Care Initiative (TAEI) was established in Tamil Nadu to stabilize and reduce the forecast levels of road traffic deaths by developing pre-hospital care systems, hospital trauma care systems, early rehabilitation, and support, formulate regulatory framework to prevent accidents, provide training to the first responders and nurses and encourage research and development.
